i have two energy saving light bulbs that don't work and don't know what to do with them

Technically, in most communities, you take them to a hazardous waste dump.

I just dump them in a bin with old, dead batteries and take them to the haz mat dump once or twice a year.

If not sure about your town/city dump areas, ask at the firestation (bring the bulbs with you - - if that's it - - they will probably dispose of it for you).

i am glad you brought this up
as it's a fallacy of energy savings
while on one hand you do use less energy
the downside is that he compact screw in florescent use mercury
and thus constitute a hazard on disposal
