Having had my share of problems with PayPal, I would say that you got paid with a stolen account (this has happened to my son), and PayPal won't be any help tracking down the perpetrator. It's extremely frustrating,
I just had a situation myself where I paid for an item in Germany and the seller came up with a succession of excuses why the item hadn't been sent. After 47 days, I filed a claim with PayPal - which was immediately rejected because it had been more than 45 days since payment was sent.
Accepting PayPal is worse than accepting a check or money order. You can wait to send the item until the check clears, but PayPal will come after you well after a check would have cleared.
One of the previous responders had a workable solution - Verified Addresses Only.

Do not ship expensive item overseas since you can't confirm the address.

In this case someone else stole bank info and used it- the real buyer had filled a complaints and you got screwed.

dang! you got screwed.. from now on only send items to "confirmed addresseses only"

ebay/paypal only protects the scammers not the sellers!!!
