depends on the definition of terrorism. If you can label the entire armed forces of a sovereign nation terrorists well theres quite a few to choose from.
But the guy that says SA I go with him. They export more foreign fighters into Iraq than the rest combined, they give more to families of people that suicide bomb in Israel.

Were I from a small or medium country and the USA was coming to help my country, based on their current efforts, I'd be afraid.
