Where do you cut the wilting flower,at the top of the stem or at the leaf axil?

Cutting down to the leaf axil looks more attractive since it hides the stem.

I prefer to feed the birds with the seeds. The flowers seed heads stay around until the freezes take them down. In the winter the birds form mixed flocks to forage safely. So I get them even after the seeds heads are empty because they continue to look through the beds all winter under the shelter of dense plantings. The juncos seem to be the ones that come most. I have the binoculars set up so I can watch them bobbing about amongst the plants.

Birds love the seeds so if you leave them on it will attract yellow finches.
