Unfortunately, suspensions are generally permanent. You can appeal the suspension, but it would be extremely rare to win a suspension appeal. Even if you got your account back, if you use Yahoo! mail, any emails and contacts you had before the suspension would be gone and not retrievable. You're better off just using the new account you've created. As for Yahoo! Answers, you'll move up levels and surpass where you were.

Once I hit level 7 and got suspended, it would take some thought on whether I wanted to try again or not.

If I stopped coming to Answers it would probably be a good thing for me. When I went on vacation I wasn't online once and didn't miss anything about it. I have only ever gotten one violation notice, and if they ever want to suspend me permanently, they are welcome to do so. But I won't do anything on purpose to make it happen. So no, I wouldn't come back.
