Want to know if having the light dim or full blast uses the same amount of power.

I know it seems like a stupid question, but I think they still draw a lot of power even when they are dimmed.

no they use less
however the dimmer acts as a variable resistor and resist the voltage going to the lamp
hence the lamps dim and the dimmer can get warm to hot ( depending on how much wattage is upline of the dimmer )

Dimmer switches save money by decreasing voltage to the lamps. Halogen bulbs are the strongest and brightest lamps, try using incandescents, florescent bulbs are the cheapest but they cannot be used on a dimmer switch.

The dimmer decreases the energy used.
It also decreases the lamp temperature.
A halogen lamp is not designed to operate at lower temperatures and will not last as long.
(Too complicated to go into here. -
'Notching` of the filament can result).
With halogens: if you want less light, buy a smaller lamp.
