Hello little "bub"....fish are flopping because their bodies are moving in a natural swimming fashion and there is no water to glide through making them flop around "like a fish out of water. "

They flop out of the water if their water is too warm.

They're trying to get back in the water. If they had legs they'd probably be scampering away from you trying to get back in.
