Forget the heat gun, those run way too hot. A professional knows how to properly handle one, but the average car owner is liable to slip-up and ruin the paint job on the bumper (or worse yet, melt the plastic cover). I'd also refrain from using a razor blade unless you have a chrome bumper. The best way is to rub the sticker with a rag dampened with gasoline or paint thinner to dissolve the adhesive. Always worked for me, and there's no chance of damaging anything.

Use a hair dryer and heat the sticker up, then slowly and very carefully lift up the corners and start peeling the sticker off. After the sticker is off, use some Goof-Off (or other glue remover product) to remove the residue.

This works for most stickers (but not all)
Apply powdered turtle wax, and wax the sticker and wait 30 minutes. Then start from the edge, just peal. Most powdered wax has additional chemical property to break down the adhesive chemicals so most stickers would peal off clean.

Hair drier or heat gun (be very careful with the latter) to soften the adhesive and then some mineral spirits to clean the rest of the gunk off.

warm soapy water, soft sponge. Wet down and let it soak in, rub with the sponge.
I also heard smearing peanut butter on the sticker will also remove it.
