As a body experience wetness is when you recognise a difference to the normal heat loss from a body area, hot or cold. If one walked into a room of CO2 at room temp one wouldn't realise you where wet by CO2.
Physically/Chemically wetting something is defined.
Different to dancing in the rain though.
