Tons of them....just go to google and type in free window xp themes. Personally though, I wouldnt bother, nearly everything you get from the net for free is full of spyware and can do untold damage to your computer...be careful!!
By the way.....I wouldnt save it to your desktop and scan it as has been suggested. If you download most of this stuff to your pc at all youre usually infected straight away.

Google for:
free XP theme
Then, save to the desktop and scan your PC with an anti-virus and anti-spyware tools. Then, if the theme came up clean, install it.
