You can always give GIMP a shot. Its supposed to be the photoshop of the open source world.

This one is pretty cool and has lots of do it yourself features and graphics. You're supposed to BUY the logo after designing it, but you can get ideas and experiment here and even do a Prnt-Screen to save it if you want.
