You just need a single video card with two outputs. Windows 98 or later supports dual displays. Having two video cards also works, but that's less common these days.

A basic video card like a Geforce 7300GT is only $50 and works great for dual-monitor setups.

Some video cards have one analog and one digital output, while others have two digital- so you might need a $5 digital-to-analog adapter but those are usually included with the video card.
