Lets go to a simpler example,

c^m^n vs (c ^m)(c^n)

c^m^n = C^(mn)

(c ^m)(c^n) = c^(m+n)

You need to understand the above to proceed; if this is a problem review exponent operations and master them.

Now to answer your question

(a^9b^4)63 = a^(9*3)b^(4*3) = a^27b^12
