I would recommend using MySQL for your database. Then you can use a PHP script to take the data from your HTML form and use SQL to put it into your database.

Access comes with web-enabled componets that will allow you to bind HTML form data to Access. If you don't want to use those, you can write your own and interface them with your web server. Additionally, why are you using Access at all when free solutions like MySQL and Firebird already exist in widespread use.
