Instead of asking the question just check the bike

apply 10 lbs of pressure to the bottom strand and you should have 3/8" deflection.

Well, I never heard of a t-sport, but I have a '99 FXDWG and put on a pair 2 inch shorter progressive shocks (Actually, my mechanic did it.) and he said nothing about having to adjust the belt. In fact, we were flapping out gums while he put them on and all I saw him do was install the shocks. (This was not done at an H-D shop, I go to an indie shop since he's cheaper than H-D.)

Unlikely, Lowering would tend to tighten if anything.
Check the belt freeplay before changinig your shocks and again after.
It will likely be the same.

Any time you change anything dealing with the rear suspension, you want to check the play in your belt.

And if NOT the same, adjusting it is easy enough not to worry, just adjust it if needed.
