A lot depends on the weight of the boat and trailer. Your Passat can probably handle a class 1 hitch and if you keep the tounge weight at about 100-150lbs and the overall trailer and boat weight at 1000-1500lbs you should be okay. Be very careful if you have a manual transmission as it won't take much to fry your clutch. If you plan on towing 1-2 times a year it should be okay if you want to tow regularly get a 6cyl SUV or a truck. I towed my 25ft sailboat a lot for 10+ years with my Chevy Astro van, 6cyl, 4liter with no problems at all. We even went on a couple of trips to Lake Mead from L.A. and regularly towed to San Diego and Ventura.

seaboots2001 give you good advise. This car may be able to if the tongue weight of the trailer not too much. But, it seem it a small car. Do as seaboots2001 say and know for sure.
Heck, I have a friend and years ago, this guy was and still is a nut, he put a dang hitch ball on the top of his VW Beetle and added some support and pulled a small fifth wheel camping trailer. It was the funniest, craziest thing I ever saw ........ but, it worked.

you prob can, but the real answer is at vw, they can tell you how much weight your car might be able to tow, and if there is even a hitch available for your car big enough to tow the weight of your boat. if you can get a hitch made, you could prob tow, but may not be real safe, or get it back up the ramp and out of the water....

Nope get a truck, the weight even if your car could support the hitch would lift the front end of the car off the ground enought to limit your control.
