and if you have a dvd and don't have dvd Drive then you can't
anyway if its file then you can open it with any media player you have

A DVD is a storage disk. If the file is saved on the disk, you have to be able to 'read' the disk in order to open the file.
It takes a DVD drive to read a DVD.
What you CAN do is have someone open the disk for you on THEIR computer, and then e-mail the files to you - you'll be able to view the files on your computer then.

If the dvd file is in a folder on your hard-drive all you need to do is a download a program like CyberLink PowerDvD7. Then all you need to do is click the button to read from another source.
If you want you can go to cyberlinks website and download a free trial for 30days.

You could try using Windows Media Player to open that file, though you may need to install some kind of codec to open the file.You may also be able to open the file using WinDVD or PowerDVD, if you have installed it on your computer. If it is a DVD itself, you would need to have a DVD player, which you could get, an external one. The external DVD player could connect to a USB port on your computer.
