Yes it could. You wont find it under the hood you will have to lay on your back and look under the car between the engine and transmission.

But you probably blew a fusible link. But if it sounds like the starter wants to work. You water locked your engine. That's really bad. You can fix it by taking out your spark plugs and turn the engine over a bunch of times. If your starter is not making a sound and the battery is good then its a fuse or fusible link. These links are all over the place. good luck. Or take it in.

Yes it could but you didn't state what the car is actually doing or not doing. Did you drive the car through the water and make it home only to find that it wouldn't start the next day? Is the starter not working or is it turning over and not starting?
Did it stall in the water or did it make through sputtering and coughing? You could have gotten the ignition wires or ignition wet, you could have gotten water in the intake, (although I doubt it) may have shorted out the starter solenoid. It all depends on how the car is reacting.

Immersing an electric motor in water can definitely affect it. It could be full of debris and rust. You won't be able to tell much by looking at it. Someone needs to troubleshoot the problem by checking various points with a voltmeter while you're starting the engine.

If water went into your intake and thus into your motor, your starter is the least of your problems.
