"Famous" implies that the person should be accorded celebrity status. If that's the case, then there can be no "most famous".

Now, "most INfamous", there's another view and I would think it would be Carlos.

The Unabomber. He was a true 'lone wolf'.

Carlos "the Jackal" was, basically, incompetent. For years he enjoyment a mythic status after being built up the media.

Our own president of course, George W Bush. This man has gone against the will of nearly the entire earth on his illegal invasion of Iraq, and most of his foreign policy. To give Al Quada an entire nation on a silver platter (Iraq) must surely be an act of terrorism. He has turned a terrorist "group" into a Terrorist Army, on par with the best of the "coalition" forces. This man is more of a terrorist than the one he let slip away, and has no memory of.
