How does phone companies charge mobiles for going on the internet for example.. checking the weather, cricket scores etc... do they charge by time?

you do pay air time charges. unless you get a plan.
verizon had some plans from $5 a month to $15
if you do this a lot, get a plan cheaper or do it after 9 pm.
