There are three things you'll need!
(1) a laptop, of course.
(2) wi-fi connection hardware, if it's not already on your laptop.
(3) the restaurant should support wireless internet, of course.
Quite simple, then you just set up WIRELESS CONNECTIONS in Control Panel, which after you find, is actually pretty automatic. If you still can't surf in the restaurant, most definitely one of the 3 above is missing.

If it doesn't have built in wireless then all you need to do is buy a wireless card and install it on your laptop. Then you will be able to connect to any public, or your own, wireless internet. Or if you want you can subscribe through AT&T or Sprint and get a card that will work anywhere anytime as public networks aren't always where you need to be.

Remarkably little.
Laptop with WiFi capabilities - their permission.
Typically these type of connections are run in one of two ways.
1. Completely free (used as a draw for business lunchers)
2. Localised/timed subscription (handled by a credit card processing on a screen or via a USB key that the establishment will "hire" you)
McDonalds in the UK were renowned for their poor security and you could sit in your car with a greasy burger and your laptop browsing the net with sticky fingers - not so common now though!

Many restaurants offer "hot spots," where you can go right onto the Internet. However, if you buy a mobile broadband card, you can use your computer anywhere. Keep in mind, they're expensive. The actual device is not expensive, but there's a monthly charge. Most business people deduct the cost of the device from their taxes.

It depends. In my city, small neighborhood cafes tend to have free wireless access. Chains like Starbucks tend to have fee based services - you can by a one time use or a subscription.
Your computer must be equipped with a wireless card (internal or external) to link to the wireless system.

Some resteraunts, cafes, hotels, etc, have free wifi and they usually have a sticker or something on their front window that says so. If so, then you can just connect to their network. If not, then you need a wireless card or something of the like.

At certain resturants it is free (like starbucks i think). All you need is a computer with wi fi and there you go! There are also hotels that MIGHT offer free wi fi.
