Clean the carb with a can of fuel injection cleaner in the spray can. Some thing is stuck and sounds like the gen has be sitting for a while. Heard a hurrican was coming florida way... Contact Homelite and get a new carb if necessary. Try being a little of a back yard mechanic...Ya know-- one for Gipper--- thing...

Carburator has a float that pushes up a needle into a seat that stops the flow of fuel into the float bowl. Dirt rust get stuck under that seat. Some times that dirt can be dislogged by tapping on the carb underside but dont dent the float bowl. Other wise drain or turn off the fuel valve remove the float bowl push out the float pivot pin clear the junk out of needle and seat replace the float bowl gasket if necessary and reassemble. Most the time you do not have to remove the carb.

It's not a compression issue, it's flooded.

Take out the spark plug and let it and the cylinder air out. You might want to give it a few pulls to get the extra gas out. You will also want to check the oil just to be sure that no gas got into the crankcase. If you have some compressed air blow out the carb. If not then take off the air cleaner and let it air out also. After a few hours put it all back together and you should be good to go.
