You can surely create a web page free. The problem is that nothing is free.
You have to Buy a Domain name.
You have to pay for a service to HOST YOUR WEB PAGE, or SITE.
and next is the tricky one.
Software Depending on what you want, there are some out there that are fair, but if you want to do a proffesional site with flash, and grapics anll all the bells and whistles it isn't free either.
The cheapest and the best is Yahoo's Geocities.
