When you consign works of art to a gallery and it goes out of business without telling you and your works are missing (stolen), how do you go about getting them back when you don't know where the dealer went or what happened to your works of art?

I hope you've reported this to your local police, if not.. I would do so immediately. You should have proper documentation/photos proving ownership of the works consigned as well as consignment receipts from the gallery. There are organizations, venues and databases for this purpose:
