start by putting sunscreen on your face and then some eyeliner and mascara.. then a fun flavor of lipgloss :)

The first step is to make sure that you have the best possible "canvas" for your makeup to go on. Depending on your skin type (if you're oily/dry, blemish-prone, have redness issues), you'll prep your face differently.
As a general rule, your face should be cleansed and well moisturized (really dry skin makes makeup look pretty yucky!). Also, apply a sunscreen with an SPF of no less than 15 (30 would be even better). After about 10 to 20 minutes to let the sunscreen absorb:
*optional* Since you have young skin this may not be necessary, but you can use a makeup primer (MAC and Smashbox are two brands that sell them). It will create a smoother canvas for your foundation to go on.
1. Concealer. Should be one to two shades lighter than your foundation/powder selection. Using a clean finger or a concealer brush, dab a small amount over blemishes/scars/dark spots/etc. and blend well. You don't want a huge blob right over the area. Feather the edges of your concealer so that it blends itself into your skin.
2. Foundation. (This is just my opinion, but being so young, you may not even need to use foundation. If you blend well enough, concealer with a dusting of powder might be perfect.) Taking a small bit at a time, apply the foundation to your face using light circular strokes, making sure to blend the foundation well. Don't put too much! Ultimately, less really is more!
2. Powder. Use a powder brush; using the pad it comes with is okay, but it can get unsanitary and may pick up too much powder at one time. With a powder brush you can swirl the powder on, tap off some of the excess, and with light circular strokes dust the powder on to your face. Ideally, the powder is used to "set" the foundation, not provide even more coverage.
Blush: Depending on the look you want to create, a little along your cheekbones (a very light dusting will usually be enough) is good. If you'd like to create the illusion of well defined cheeks, put a darker blush shade just below. One way to apply blush is to suck your cheeks in (kind of like a fish face) and where you see your cheek bones, apply a light dusting there.
Eyes: There's so many ways to wear the thousands of shades available. The absolutely best way to learn the best application techniques right for both your eyes and look you're going for is to go to a makeup counter and ask for guidance on how to apply the colors. You'll start to find that each artist and each brand has their own style...you just choose which one fits you best.
Additionally, there's bronzers, highlighters and all kinds of other makeup tools you can use. Truly, it's best (and a lot more fun) to let a professional experiment with you and give you guidance on what's best.
Oh, and make sure that you choose products that are compatible with your skin type, ensuring that a product doesn't cause breakouts or irritation or dryness.
It's really exciting to start wearing makeup, but remember to also take the time to take the makeup off. Using makeup remover and having a good cleanser and skincare regimen will go a long way to ensuring that your skin will still look good without makeup.

Well because you 13 you don't really need too wear foundation .. unless you want a spotty face or to have really bad skin all the time.
You could get away by using a concealer to cover-up any imperfections or to give rid of dark circles (but your 13 so you probably won't have dark circles)
You don't need to wear lipstick to school or anything so you could just wear a coloured lip gloss or one with a hint of glitter.
Don't bother wearing alot of eyeshadow because it will just rub off went you get bored at school. But, you can put on a little bit of eyeshadow... pick a light colour and put a brush on the color and put it on your eyelid starting from the outside going inwards.. then do it to the other one.
Applying mascara is obvious .. get the wand and put it on your eyelashes. Then curl your eyelashes with an eyelash curler.. then put on a final coat.
And if you want to use eyeliner .. put a line on your bottom eyelid just on the eyelashes or just above them. and you don't need to have it on the top lid.. unless u've got a really steady hand it will just go wrong.. you can also put it at the edge of your eyes !
The types of makeup you could use are .. Revlon (my fav), L'oreal, Covergirl, Maybelline, Clinique, Rimmel, or Maxfactor ... jou'll quickly discover which ones you prefer and which are the ones that don't suit your look.

Foundation is always tricky.
Just don't put too much on and make sure you smooth it in properly, whilst going up to your hairline and under your chin.
I swear by Diorskin Air Flash Foundation, but at £30, it's kinda expensive. It's in an aerosol, so it gives a really even finish in no time at all.

cover girl and maybelline's websites have good tips for application as well as guides to what colors look best with your skin and hair colors.
the book Teenage Beauty by the makeup artist Bobbie Brown would be worth looking into. I've read the adult version, which is just called Beauty, but the teen version would be more suited to your age and needs.

the question everyone hasnt asked.. have you talked to you mom.. asked her if it's ok... or do you intend to put it on at school and take it off before you get home.. try to hide it from your mom...
Best idea.. ask your mom.. she's prolly been wearing make-up for ages and can sit and show you..
