I stare back.. it is a non-verbal way of expressing dominance... in our culture anyway.
In Europe they'll stare and stare and I don't think it means much.

I am aware that I get this a lot and am used to it now but it doesn't mean I like it. I don't encourage or welcome it but I do know why it is. I get stared at from both sexes and it is usualy because of the smart shirt and tie I will be wearing.
I wear my shirt and tie in a tidy buttoned up collar, tightly knotted tie way all the time. So if I am out shopping after work I think a few people (mostly men) look at me strangely as this is not a normal way to wear it after work. Most men would change clothes or remove their tie or at least loosen the tie so that is one factor in people looking at me as an odd stand-out type of person.
Overall women tend to be much better and less likely to stare, and if they do it is often because they seem to like my fashion and will sometimes even giving a nice little smile in passing. If I am honest I kinda like those little smiles! Although my g/f's sister usually makes a comment like "why don't you take your tie off" and I just say I'm fine (I like wearing it and feel comfortable so why should I take it off).
Wearing a shirt and tie at night to a restaurant or the cinema after work can be very difficult also, as everyone else is totally casual in their dress. Even restaurants in the UK are almost al casual wear now. People definitely do stare or look at me as if I am unusual - the cinema is the worst actually.
But hey thats other peoples problem - not mine!

Well it's only natural to feel uncomfortable. I wonder what the hell they're looking at. I generally do the same thing that you described, ignore them and look away. Sometimes it cab just be a "daydreaming" response of someone to just stare blankly ahead, but they may not actually be looking AT you.

Ditto, even I have that problem!first I use to like that but at last it got Strange!I mean does he like,enjoys,or WHATTTTTTTTTTT? that drives me krazy ,HE,s stared at me all the time in the party that I attend twice in a month which is organized by some people.Then even i asked this question,choose a answer and decided that if he does that next time ,what u do is tilt your head looking at that person giving a reaction of -WHAT,S YOUR PROBLEM? ad say- any problem damn? got some other work ?!and laugh with your friends and react with them like that person is Stupid

Yes, it's very uncomfy to be stared at. Sometimes, I avoid looking at the person staring at me, but sometimes I get bold and stare them down. When I do that, they become very agitated and usually look for the nearest exit.

I was once stared at on the bus by a kind of pervy-looking guy.Unfortunately,I am a man and I took it rather personally.Every time I felt stared at,I looked over,and there he was.I didn't know what to do,so I got off the bus and walked!

If someone stares at me, I start to feel very self - conscious.
If you must react, react by glancing back and flashing a smile.

I find crossing your eyes and trying to stare at the bridge of their nose very effective.
