Under your sink there is a "T" valve that services the water to the dishwasher. It is directly from the wall and attaches to the incoming water to your sink and also to your dishwasher. I would check by unscrewing this connection to your washer (have a bowl to collect water that will drip when you do this). Turn the water on your sink for a second to make sure water is coming out (it will if your sink works). Turn it off immediately and if you can, blow into the hose that your washer uses. If you find you cannot blow into it, then there is a clog.
You don't want to hear this, but you must then remove the water line from the water source to your washer, unless you can unclog the problem. One makeshift test is to remove the hose from your washer and use your vacuum cleaner and turn it on to the blower function to blast out anything that is in the way. You can also use a coat hanger to drive out anything in the way, but you cannot do this while the hose is connected to the washer, or it will just get worse.
The dishwasher has a filter, but it is typically for outgoing water so this would probably not help you. You don't need a plumber, unless you do not know how to disconnect the intake hose. There is something in there that is preventing the water from entering the washer. You have to remove that hose and unclogged it. You don't have a blockage, most likely the water pump is burn out. Good luck, usually the pumps cost more than whole dishwasher (ok, I got an el cheapo). To get to it you will have to pull the dishwasher, there are two screws that hold it to the counter top. Cut off the power to the dishwasher via the circuit breaker. Double check power is off with a meter. Disconnect the wires (it has wire nuts, put the wire nuts securely over the wires coming out the wall). Turn off the water under the sink, there is a shut off for both the hot and cold water. With a wrench unhook the copper or plastic water supply line. Now you can pull out the dishwasher, unconnect the supply hoses (held on by clips), check for blockages. If none, you will have to order a replacement motor assembly at a appliance store, or on line. Best thing, go to a used appliance store, plunk down a few hundred dollars and you will get a dishwasher. OR, as some one said, call out an appliance repair man.

check the water inlet inside the dishwasher... check the pipeline through which water comes... if it is externally OK... then there might be a fault in the electronic controls in the circuitry... for that call the maintenance personnel of the company...

the water supply line may have a kink in it. move the stuff around under the sink and take a look.maybe a valve got turned off .

It could be the inlet solenoid, or plugged water line, or plugged filter, it also could be the control timers not giving the solenoid the signal to start filling.

MAKE SURE THE DW IS ON TURN ON THE KNOB IT IS PROBABLY OFF SO NO WATER WILL COME IN IF THAT'S THE CASE LAST BUT LEAST GET A BOOK ON FIX-IT BOOK LEARN TO FIX-IT YOURSELF
