any filter is good as long as it's to suit your tank size (or bigger) and it's been established.

hi i had a 30L tank with 5 mini drawf puffers they were green pea puffers and i started with a under gravel filter but any filter if fine for them the only thing with puffers is that they can only be with other puffers there not community fish, thats why i did not keep mine cause i had a couple of fish with them and the puffers attack them and killed them both

Just setup an eclipse corner tank and get it cycled and your good.
