It depends where you are.
In the US, as a private boater, no, you don't need a licence for a low-power marine radio, though you are still subject to operating restrictions - such as power levels, places where you can and can't use it, procedures required, etc..

In other countries, a licence may be needed to operate and/or own a marine VHF. From my own experience, a maritime radio licence is required for much of Europe, for example.

Not for marine V.H.F (about a 20 mile range) in the U.S.

What country do you live in? In Canada you don't need a license to own a VHF radio but you DO need a Radio Operator's Certificate to use one.

Not as a pleasure boat operator. Most commercial boats over a certain size or number of paying passengers are required to have a radio and license.

NO LICENSE IS REQUIRED HOWEVER, THERE ARE CERTAIN RULES YOU MUST FOLLOW. YOU CAN'T USE A VHF ON LAND. YOU CAN'T FOOL AROUND ON THE RADIO, FEDERAL OFFENSE IF CAUGHT. CERTAIN CHANNELS ARE RESERVED FOR COAST GUARD ETC. THEY WILL TELL YOU ALL THIS WHERE YOU BUY IT. I RECOMMEND A RECHARGABLE HANDHELD RADIO. ICOM IS A GOOD BRAND AND SMALL IN SIZE.
