Actually, an observatory is a research institution, usually associated with a university with extensive research capabilities. Some observatories are owned by government agencies.
For example, the observatory at California Institute of Technology is located in a windowless building on the Cal Tech campus in downtown Pasadena. Most of the radio telescopes in the world are operated from a building that used to be a bowling alley in Charlottesville, Virginia.
The word "observatory" is often used to refer to the buildings that house the telescopes. Even the Cal Tech observatory staff often refer to the Mt. Palomar and Mt. Wilson facilities, which are satellite facilities of the observatory as the "Mt. Wilson observatory" and the "Mt. Palomar observatory."
So nobody can really argue. But in the most official sense, the observatory is the research facility, and it is usually on campus, rather than on a wilderness mountaintop.
I have a dome in my yard with a telescope. I call it my observatory. So I guess I can't complain too big, can I?
There are also observatories (research facilities) that observe other kinds of things. These include volcano observatories and ocean floor observatories.

There is a big difference between a telescope and an observatory. An Observatory is usually a structure devoted to the study of a particular type of measurement (astronomical observatory is designed for studying the stars, volcanic observatory is designed for studying volcanos, etc.). A telescope is an instrument used in the study of a particular type of object (an optical telescope collects and magnifies light, a radio telescope collects and magnifies radio waves, etc.)

H. Any telescope will see better than you eye alone but an observatory is designed to study particular wavelengths. Some just study the Sun for instance.
