if you are talking about just taking out the 110 outlet and put in a 220 with out changing the wiring to it then no you can not. 220 needs to be wired different than 110.

If;
* The outlet is the only one on the circuit.
(I.e. an air conditioning outlet), and,
* the new outlet is single phase.
(240V. NOT 120/240V.), and,
*the new outlet is of the same ampereage as the old,
(I.e. 20A., so the wire can take the load), and,
* you know how to put a new 2 pole breaker
in the electrical panel, and
* You know how to properly mark both ends of the wiring to avoid confusion and possible danger later.

Then Yes, otherwise, no.

If you're so confused, that you asked three times,
- it's a job for a pro.

The only way it MIGHT be possible is if the 110 volt outlet was the only thing on the breaker. I doubt this is the case (not the way it is normally done)
I would say no

Probably not without rewiring the line to the outlet. 110v oultets normally have two wires, white (neutral) and black (the hot line). 220 will have a third wire (red) which is basically 110v in the other direction away from the black wire, so the difference is 220 across the red and black.
