Invisibility cloaks are rare but there are others as Ron states in the first book when Harry receives the cloak. The difference between Harry's invisibility cloak and other cloaks is it's power. On other cloaks the enchantment can be destroyed or wil wear off after time. They can also be physically damaged by spells. As one of the three Deathly Hallows the cloak Harry has is invulnerable to harm and the enchantment does not wear off nor can it be destroyed.

There are many cloaks. But there was once this legend which they called the Deathly Hallows where you see the story of this brothers who each asked for specific gifts. The oldest brother wanted a wand more powerful than ony other wand (The Elder Wand), the second brother asked for a power to revive people from death and the last brother asked for a cloak of invisibility. Now this became a very famous story, and we see these 3 objects being really important and the fact that you have all three of them makes you very powerful. The wand was owned by Dumbledore and at the end we discover it's true ownwer is Snape. The stone was found inside the Snitch Dumbledore left for Harry, and the cloak belonged to Ignotus the youngest brother, so the cloak that Harry owns is a unique cloak that no one else has. :) That's what's special about it.

Harry's cloak is a one of a kind unique cloak that has been passed done from his ancestors for centuries.
Other cloaks lose there effectiveness over time or get holes.
The purpose of Luna's fathers rhetorical question was to make the statement that they had not seen one (though they had because Harry's as the cloak was the one from the story)

Well, Xenophelius Lovegood describes all the different kinds of invisibility cloaks. Many are just cloaks with disillusionment charms or something of the sort on them to make the wearer invisible. However, these cloaks can be un-disillusioned (sorry, don't know how else to describe it :)) or destroyed. Harry's cload is the only one in the world that cannot be destroyed or un-disillusioned. You will notice that in Hogsmeade, the Death Eaters try to Summon Harry's cloak, and it does not come.

yes it is only one but there are different types of invisibility cloaks.the one that crouch had must have an invisibility spell on it like the invisible hats Fred and George made.crouch does not have an invisibility cloak mad-eye moody does so crouch stole it from him.when the deatheaters try to summon the cloak it doesn't move.so harry's must be the original cloak

There are other invisibility cloaks, but they wear off after a while, or don't go completely invisible. They mention something like that in Harry Potter and the Deathly Hallows.

Ahhhh...i think luna's dad also says that there are cloaks that have spells put upon them to look invisible but are not purely invisible as harry's is. hermoine does not say anything to luna's dad about harry's cloak because she didn't want him to know
