Yes. He has stated that in A few different interviews through the years. He uses his natural voice to play Brian. And they share the same beliefs.

Yeah, Family Guy has been going down hill for a long time. I don't watch it anymore. I'm an atheist and a liberal, and Brian constantly spouting his atheist/liberal views got SO annoying. Being an atheist doesn't even make sense in the FG universe; God and Jesus are reoccurring characters who quite obviously exist. It's just . . . bleh.
