Which would you classify as the worst dictator based on their ideologies, the economy of the country during their reign and the way they treated their people. Oh, and by worst I don't mean that they were dumb and didn't know how to run a country, I mean like brutal and had evil plans etc.

Hitler. Kim II Sung wanted a united Korea under a communist state but had no interest in conqering Asia or the world and exterminating people based on their race or ethnicities.

Definitely Hitler, he wanted to conquer the world while Kim just wanted to unify Korea under Communist rule. Moreover, Hitler was rather intelligent and had charisma whilst Kim was the son of peasants who didn't even speak proper Korean (he mostly grew up in Jilin Province/China and spoke Chinese). Moreover, Kim was just a puppet of the Soviets who lifted him to the top and created all that stupid myth about Kim Il Song, Kim himself never had real power like Hitler had. And Hitler definitely killed more people than Kim and that in a much more refined way.
