Dogs don't have the luxury of overall cooling because their bodies have very few sweat glands, and most of those are in the footpads.
Dogs cool themselves primarily by the process of panting and breathing, with the moist lining of their lungs serving as the evaporative surface.
Most people believe that the dog's tongue contains sweat glands, but this is not true. The dog's tongue and mouth are associated with many salivary glands that produce different forms of saliva. Some cooling takes place as the panting dog moves air across saliva-moistened surfaces of the mouth cavity.

No-- they basically pant which in turn causes hyperventilation (for us that would be bad but for dogs it's standard operating procedure) and that's why they do it... their tongues just flop out of their mouth while they pant, which really has nothing to do with the process..
Their body just moves the tongue out of the way to further facilitate better air flow to the lungs. That helps expedite the process.

They ventilate through panting. They sweat on their paws and bellies, which is why you see them sprawled on hot days. The dogs in sled races must have their feet and bellies covered to keep them from icing up. Cool fresh water does a lot to bring their temperature down so always have it available.

Dogs don't have sweat glands, so they pant. That's why their tongues hang out when they're hot.

canine DO sweat from their feet and additionally they pant to cool down. The water from their tongue evaporates to relax them down (in simple terms like sweat evaporating out of your epidermis cools you down).

Dogs don't sweat through their tongue. They don't sweat at all. It's just that their body gets heated so they breathe through their tongue to keep themselves cool. =)
