There is enough space between her ears so she doesn't need to go into space.
She couldn't make it to rehab, could barely make it through a month in jail and has no will or drive. The Russians require a 6 month training course before they let one of those multimillionaires travel into space. They have to train and train hard. Paris Hilton doesn't have the will power to make it through even one week of the training.
It isn’t that she shouldn’t be a waste of valuable space that could be used to carry something more useful (like dirt), it is a fact that she can’t make the training. Taking civilians into space is dangerous and the Russians end up using 1-2 astronauts just to watch the person for their entire stay. It would take an entire shuttle crew to make sure Paris Hilton didn’t make any major mistakes. Because she wouldn’t make it through the training she would be worse of a threat then the current hole in the tile. At least we know when and where that hole could fail. Paris could make a fatal error at any point on the trip from start to finish.

Sure, if she can pay. Problem is, with her history of decisions and behavior, she'd probably book a trip to the Lunar Hilton, even though it's still only an idea. She'd think it would be cool to be the "First Hotel Guest on the Moon" rather than, heaven forbid, stay there when it had become passe'. :P
Or, they could take her up , let her out the airlock, and tell her she just has to wait for her "connecting flight".
