Are you using non-Alphabetical versions of Windows? Those are files while recreated by non alpha Windows you are currently running alphabetical Windows, put in a live CD Linux with the correct language and manually set the file system codepage mode would allow you read them, or you can always reinstall the proper version of Windows.

this is the beginning of the Bad Sector. First do a Check Desk by right-click on the drive and select tools then Check Desk and let Windows manages it. after finishing, these folders turns into files that are readable. they also be 32 KB.
if this problem continues, you are advised to replace your HDD. waiting you if you need anything else.
