I own a first level condo with a balcony. I installed wood pickets
due to having lost $3,000.00 worth in stolen items from it, including 3 bikes. The association sent me 2-3 letters requesting me to remove this pickets as it is not allowed or I would be fined $25.00. To them I responded to my reasoning behind it. The condo is now under contract and the HOA wants to fine me for $2,000.00 at the time of closing because of this. This is unreasonable, and theres is no way i can pay, how can i any ideas as to how i can resolve/dispute this. Thanks!

Check your by laws, the Condo Association does have that right. It may seem unreasonable, but that is how it is when you choose to live in a condo. You really can not do anything to the balcony, you can't even paint it.

The "Homeowners' Association" is the closest thing we Americans have to true Communism. You can't fight it. You don't have enough money to fight all their lawyers. If you continue to fight, you will not only lose, but it will cost you far more than you are able to pay. Here in Las Vegas, Nevada, one woman actually had her condo sold out from underneath her and she was literally thrown into the street. Because she kept ignoring the fines and letters, she lost everything.

You're going to have to pay up or take the fencing down. I would ask them to forgive the fine if you remove the fence in 30 days. Then, I'd start looking to move. They do not seem to have your interests or safety in mind in your Condo complex. Sorry, that bites. Good luck.
