No. Best answer should go to the best answer, not the person who starred a question. Stars are ridiculous.

What if 3 different people star the same question? Who gets the Best Answer? Why not just give it to the person who gave the "best answer"? Works for me!

No. Starring a question doesn't increase your chances of getting the best answer.
