According to the College Board, 90% of admitted students to the University of Michigan were in the top 10% of their graduating class (they don't give specific GPAs), and the middle 50% of admitted students have ACT scores between 27 and 31. I don't know where you stand in rank in your class, but you do need to pick up the ACT if you want to get in, because if you are on the very low end GPAs, you need to be on the top of ACT scores, or vice versa. The activities are okay, but not spectacular. I can appreciate that moving repeatedly is a problem, but you need to show them something special in order to get accepted.

You need to raise your ACT big time. The average ACT scores for Michigan are 27-31 and your scores fall way below that. You have a solid GPA, given you AP classes.
My advice is to apply early and see what happens. Make sure you try your best to improve those scores. If you are an In-state student I would say you would have a decent chance if you raise your ACT. If you are out-of-state, make sure your try your best to improve your GPA as well.

0% chance with that ACT score. You really need to bump that up. You might not even get into Michigan State with that ACT. What is your home state ? I suggest applying to in state publics to keep the cost down.

your biggest issue right now is your act score. 23 is a little low. the lowest score that from someone that i know who still ended up getting in was a 25(but thats definitely pushing it and she was an international student, therefore competing on a whole different playing with ESL students. so probably not a great guideline to follow). aim for at least a 27. from my experience prep courses don't help that much. the best way that i found you can improve your score on a standarized test is to do as many practice tests as you can find(from princeton review books etc.) your gpa is just slightly below what umich usually likes to see, 3.6+. however you still have your grades from senior year to go. as long as you work hard this year, your gpa can easiler be changed. taking 4 ap classes is very good and of course, admissions will take into consideration that you've taken challenging course to earn whatever gpa you end up with. (ex. a 4.0 earned from blow off classes is NOT as good as a 3.6 earned from challenging academic courses) as for honors classes, honestly..everyone that gets into u of m has taken them. so basically, they're not so much a highlight of your transcript as they are expect from applicants. your extra curricular activies will help you a lot in admission. its what universities like to see. however make that, on your application, you can show dedication to any one activies instead of just touching on many activies.
numbers are just guidelines, however. the one important aspect of your application are your essays. umich loves great writers. if your essays are extraordinary, other things(grades, scores, etc.) can be overlooked (or at least guidelines can be streched)
