Depending on the software you currently have this can be done several ways. Publisher has templates for this. Excel will have the spread sheet affect that you may want. You can create all kinds of things with Excel, Word should also have some templates that may get you started, Go to Microsoft.com and look under downloads, there are lot of things there. If your using an accounting program like QuickBooks and have estimates active you can modify that to say proposal. I believe the same applies to Peachtree and Microsoft Small Business Accounting. You search the web and find all kinds of free downloads.
