It is legal. As long as the fans pay for the license, or they don't distribute it. Otherwise they are just stealing material from Japan and cheating overseas licensing companies.

Not to mention most profesional anime dubs are crap (with some exceptions). I would hate to see how a bunch of fans could butcher it even more. The only thing that should be legal (which I believe is) is doing parody dubs, such as those present in all those abridged series.
