Bottom of the tank is good, if they're constantly at the top then they're gasping for air. (not just feeding)
Goldfish also sleep...have you noticed? and can quite happily just lay there doing nothing. They will be fine, methinks.

Some Goldfish like to graze on the bottom. But overall your fish should be moving all the time, curious and hungry. There's probably a problem with your tank water.

First issues first: Is your tank cycled? Uncycled water appears like a substantial dangle over for the fish. substantial headache etc. regardless of the undeniable fact that it takes a extensive toll. in the experience that your water isn't cycled, i could think of of rehoming him as quickly as achievable. yet whilst your tank is cycled, he in all probability has the two eaten too lots, ammonia, dropsy, or inner parasites. like the 1st answer mentioned: Goldfish have not any stomachs. they are able to eat and eat and eat until there is not extra food. in case you think of you're feeding him too lots, decrease down. attempt fasting him for a million day each and every week (the comparable day) so as that his equipment is 'wiped clean out.' in case you do not overfeed him, ammonia is a probable reason. Do you do water transformations? How massive is the tank? Goldfish want a minimum of 30 gallons. they are grimy, ammonia manufacturers. attempt doing 10-20% water transformations weekly. it is in all probability it. And the 'burping' is what all goldfish do! i hit upon it wonderful. Mine like to 'burp'. in case you have the different questions, please be happy to invite. good success!

Goldfish can be lazy like this. If he is fed well and healthy, he is just resting.
However, if he doesn't look very good, then this could be a sign he's sick. Test the water. This could be the problem. If you waters fine, then take a careful look at him and write down his "symptoms". Then search online or ask a petstore worker to help you identify his sickness.

It is possibly sick or from lack of food. Check it out and try feeding it. If food doesn't make it move you'll have to try something else. It could be stress from being moved or having water problems. Check out the symptoms and give a more detailed explanation.

He might be sick. Or he prefers the tempurature. it might be too hot in your tank, and if the heat source is near the top, he might be trying to get away from it

Sorry, not in my experience - not ALL of them do.
For those that 'seem to,' maybe it has something to do with 'comfort' relating to the water pressure!
