Have the key switch replaced.

Hey, that is not good. Here is what you do... take the front panel down/off and look at the wiring. If the wiring is fine, there is a good chance that someone tried to steal your bike and by doing so has corrupted the ignition switch.

1. Replace the Ignition which is number one.

Look it, I am not trying to sell you anything but I sell Scooters and Parts. If you need an Ignition please email me with your Scooter Specifications: Year, Make and Model and tell me if it a 2 or 4 Stroke.

I had a similar problem when my battery went on my BV200. At the start of this season, I went to start my bike and it was dead. I took the battery out, bought a battery charger, and topped it off. When I tried installing the battery, it sparked and the engine starting turning over without a key in the ignition, in the off position, with the kickstand down so the engine cutoff was engaged. My dealer came out with a new battery and starter relay, but once the fresh battery was installed the problem went away. Apparently, low voltage can cause the relay to act weird.

check for a bare wire someplace it could trick it into thinking its on but it sounds like the key switch is bad and is in the "on" posistion even when the key is not in either way you have a short. good luck

Metal dust in the ignition switch, maybe.
I don't know if you can take it apart and remove the offending conductive grit.
