Everywhere I look I'm being charged just to get a list of these grants. I've call my state directory, and they can't give me any info either? Where should I go? No wonder there is so much money left over, its almost impossible finding these grants. I just dont want to pay for a list of outdated and expired grants over the internet.

Possibly it's because government grants are usually given to organizations, not to individuals, so the sites you are finding are just the scam sites who will claIm they'll steer you to grants but won't. If the site doesn't end with .gov, it's not really a government site, it's a private site that's most likely out to just take your money.
