i looked on serebii on the d/p pokedex but i cant find it. its not a TM, she doesnt learn it, and it cant be learned from the move tutor. how can it learn it?

There are two ways: either way, you have to migrate from a gba pokemon game. In emerald, it can be taught unlimited times for 6 bp in the battle frotier; In firered, it can be taught once by a guy in the pewter city mueseum where you get the Old Amber. Hope this helps?

Blissey can only learn seismic toss from the guy who teaches seismic toss in pewter city. You need Firered or LeafGreen and you transfer the chansey with the seismic toss on it via pal park.

That move can only be learned from the emerald move tutor so you would have to get a Blissey in emerald then pal park it to d/p. I believe it cost 6 BP but I'm not sure lol.
