My neighbor told my husband that there is a statute here in Cedar City, Utah it states that the land lord has to pay the water bill. Where can I look for this statute? We have been living here now for 13 months and have been paying the water bill ever month. If there is this statute we want our money back. Thanks.

What your neighbor may have meant is that the landlord (really, the owner) is ultimately responsible for the bill and the water company can file a lien against the property if it isn't paid. But he may have left out the fact that by terms of your lease and the fact that you used the water, it's your bill.

Your neighbor is an idiot. That is NOT a law. You CAN negotiate such a thing in your lease, but you will still end up paying for it because you will pay a lot more in rent each month.
