I would say whatever the largest public university in your state is....In-state tuition does wonders in terms of saving money. Outside of that...in order from the Top 30 Law schools, the University of Virginia, the University of Iowa, University of Texas, University of Illinois, University of Washington, Ohio State University are all obviously state schools, with large enrollments and lower costs when compared to the others in the Top 30 that are private institutions.

Of U.S. News & World Reports' 2008 rankings, the top public law schools are U.C. Berkeley and the University of Michigan. They are likely to cost less than similarly ranked private schools, even if you are an out-of-state student. If You live in one of those states, so much the better!
