I've heard of this anime, called wish. I've seen the opening to it and have heard that some people think a subtitled version doesn't exist or can't be found anywhere. does anyone know anything about it? or where i can watch it?

There's only an OVA that has only one episode. Other than that, there's no anime (only manga and that one OVA episode)

I'll say no, it doesn't. What you linked to from youtube is all that there is. It's a three minute "special," so not really a single episode OAV.
Unless someone can specifically point to the episode (either download or online), and don't confuse it with W Wish, that's different. Because this is the only thing ANN mentions.
