Threat level hasn't advanced. The other nations of the Shanghai Cooperation Group which are also participating currently host U.S. forces at their air bases. The exercise is designed to coordinate regional responses to international terrorism. The Russians with their problems in Chechnya, the Chinese with the Ughers, operating as the East Turkmenistan Liberation Front, and the other "stans" with indigenous groups allied to the Salafist Jihadist terrorists who we are fighting throughout the world. Sorry that Katie Couric and the others in those mid-Manhattan TV news studios didn't tell you all this, but they can't find most of the places I mentioned on the map.

Russia and China really don't get along. China is actually afraid that Russia may someday invade China.
Russia doesn't care about China. It only pretends it likes China. Russia knows China would stab russia in the heart if it came down to China making more money.
Russia learned 30 years ago not to trust China. I am still waiting for U.S. politicians to do the same.
Russia has little interest in China except as a way to sell oil and products. Russia has learned not to trust China. It learned that lesson over 30 years ago when it was forced to cut off oil to China. Smart countries know that China cannot be trusted. China selfishly only cares about China. Russia knows that.
Russia and China fired upon each other on their borders in the 1970's.

Yep, kinda scary. And it isn't Russia threatening to invade China, China has already invaded eastern Russia to an extent. The borders in eastern Siberia are porous and the Chinese are streaming across in droves.
There are a lot of untapped resources (eg: iron ore, precious minerals, oil, etc.) in eastern Siberia that Russia does not have the $$$ to explore. I forsee China either invading and taking those resources, or outright buying them from a cash-strapped Russian govt.
Either way, it won't be pretty.

I think the terror threat level only applies to potential terrorist action against the US. If the nukes start flying, the color code will be brown.
